Tom Hare designs and implements innovative international development programs. He also works with faculty to connect applied research to complex development challenges. Dr. Hare’s previous research evaluated the impact of public security programs on local governance and the rule of law in Central America. He has over ten years of experience developing, managing, and evaluating international development programs and policies, including previous positions with the American Bar Association Rule of Law Initiative, Winrock International, and Connect Education International. Dr. Hare's regional experience includes work in Latin America and Africa, with residencies for work, study, and research in Spain, Bosnia, Argentina, El Salvador, and Guatemala.
He holds a Ph.D. in Public Policy Analysis from Saint Louis University and a dual M.A. in Development Management and Policy from Georgetown University and Universidad Nacional de San Martín in Argentina.
