Monitoring and Evaluation Specialist
Frederick "Fred" Rossi is a Monitoring and Evaluation Specialist with NDIGD's Impact Evaluation Division. He works on the Long-Term Assistance and Services for Research Partners for University-Led Solutions Engine (LASER PULSE) program, a collaborative research-for-development (R4D) effort led by Purdue University with support from Notre Dame, Catholic Relief Services, Indiana University and Makerere University in Uganda. This USAID-funded consortium will build the technical and research capacity of universities and researchers in developing countries, as well as increase the delivery of research results to end-users through improved translation of research outputs into terms and formats that are easily understandable by the intended beneficiaries. In addition to leading LASER PULSE’s Monitoring, Evaluation, and Learning (MEL) efforts, Notre Dame will also direct the program’s Knowledge Management activities.
Prior to joining NDIGD, Rossi worked as a Natural Resource Economist for the University of Florida following a nearly 5-year stint working on a USAID-funded Feed the Future project with the International Maize and Wheat Improvement Center (CIMMYT) in Bangladesh. He holds a Ph.D. and M.Sc. in Agricultural and Resource Economics from the University of Florida and Colorado State University, respectively, and a B.Sc. in Geology from Michigan State University.
